Ms. Shane Manlapaz is a dynamic professional, a Juris Doctor candidate at the University of Santo Tomas–Legazpi College of Law. Her academic journey began at Bicol University, where she earned her Bachelor of Arts in Sociology from the College of Social Sciences and Philosophy.
Previously, she served with the Department of Information and Communications Technology (DICT) under Technical Operations, focusing on ICT Industry Development. Her work centered on Benchmarking, Advocacy, and Promotions, as well as eGovernment Partnerships, where she developed expertise in emerging technologies, digital transformation, and startup ecosystems. With specialized certifications from the CISCO Networking Academy and IBM SkillsBuild, particularly in artificial intelligence and digital transformation, she works at the intersection of technology, law, policy, and innovation.
